in SMS Standard like in SMS Premium , the following characters are counted as double in the character count when calculating the cost of an SMS.

in SMS Standard ,if the size of your message exceeds 160 characters, the SMS will not be sent, and the request will return an error. In most cases, the message will be sent, in a single SMS if possible, or in two or more SMS in some cases.
Foreign characters
If you send your SMS using foreign characters in a Premium account, your SMS will be counted as follows:
- Up to 70 characters: 1 SMS
- From 71 characters, each batch of 63 characters is counted as 1 SMS.
Info : A single “Unicode” character converts the SMS to a Unicode SMS.
